Elon Musk promised that he will open the source twitter algorithm. Just after few hours of the announcement of his twitter acquisition, the algorithm repo showed up on GitHub. It's still empty though. If the twitter algo is open-source this will be a huge win for free speech, privacy, and internet.

The "Twitter algorithm" is not a single thing - it's a complex set of rules based on machine learning, and there are multiple elements that run across multiple different parts of the overall Twitter system (trends, followers, search, timelines, etc). The repository you mention was created as a talking point - there's a thread about it on Hacker News - it is now deleted.
They can't publish the ML models, in which potential biases can be hidden. On one hand, they're likely too big and fast changing, on the other they contain personal information, even implicitly, and sanitising them would be a difficult problem on its own
