I am on Windows and It's really painful to work with Ruby and Rails. So many bugs on Windows side for ruby. Often those SSL errors for installation and broken gems.
Without extensive tooling, a Windows machine out-of-the-box is especially painful to develop on,so Im not surprised. Compare this to other platforms where you login, fire up an editor and can start writing Ruby or Python or whatever out of the box without installing anything. I once mentioned this to a .Net developer and he suddenly became very angry. ..
Python support for Windows have been great for ages.
PHP community made an effort to ship Windows-friendly distributions.
Compared to those, Ruby have always been pure pain.
