Strictly speaking, not so much, this is a place for devs. Here we talk about things that are more or less related to development/programming.
Sometimes ppl post few off topic posts but you can still somehow relate. For example design posts are related because we have lots of frontend devs. But you still shouldn't overdo it. Sometimes its just straight about life. These posts are usually like a coffee break discussion to cheer up the community. We're humans after all.
Dev.to doesn't enforce extreme strict rules but it is always encouraged that you stay on topic.
