This is quite familiar to me having been through a similar journey recently with similar requirements - I'd recommend checking out workflowy.com and dynalist.io, because both sport offline apps (Mac, Linux, Windows) and dynalist also has great mobile apps (I have used Android app and it's awesome). The caveat is that, as far as I know, they don't support tables...
