Discussion on: pipm: pip install to local-packages and pip run

A couple of tools seem to surface recently that implement PEP582:-

• github.com/frostming/pdm
• github.com/David-OConnor/pyflow - written in rust and there's single binary executable, so no need python and the bootstrapping hell.
