Thanks for this excellent discussion of the four key metrics. I‘d like to add that from a Performance Indicator point of view, these metrics are somewhat between „activity“/„process“ and „output“ focused, I.e. they are not „outcome“ and „impact“ focused. I also can‘t see them predicting good outputs/impacts (not leading indicators), so they are at best indicators of maturity with the shortcomings you point out.

I totally agree with you. These metrics are about technical maturity, not business impact.
