I was very surprised when I first learnt about how very common it is that conferences take advantage of their speakers and offers payment in "exposure". And, as you wrote, the issue of course grows even larger and more concerning if an event is supposed to be "inclusive" and promote diversity. I believe there's a very very large group of potentially awesome speakers that are immediately excluded by "we are unable to pay speakers [...]".
