If the business is so small where $49/mo is unobtainable I'd suggest using WordPress on a free web server. I believe whatever business is in the market for a scale-able content management tool will see the value in it being language agnostic.
I believe Cosmic JS offers much more bang for the buck than something like Contentful. But that's simply my opinion.
