I totally agree this is not 100% correct to say that the new Twitter API does not have OAuth 2.0. But what you're mentioning is OAuth 2.0 with Bearer Token, which is like providing an API Key to the developer and ask him to use it in every request.

If you are looking for user data, you've to use OAuth 1.0a. Which does not offer scopes as the commonly used OAuth 2.0 (with Access Token) does. This is what I intended to say by saying the new Twitter API still relies on OAuth 1.0a.
