That was draw.io, recently rebranded to diagrams.net. To use the Google Cloud icons, the following link adds the GCP icons to the menu: draw.io/?splash=0&libs=gcp
Once open, click File | New.... Select Cloud on the left and scroll down a bit to see GCP diagrams you can use to get started.
