That's a question for the browser team, I'll send some mails around and see if someone can give a good overview here. As for me, working on the developer tools, we put everything we do right now back into the Chromium project, as this reaches much further than one browser. One thing I am working on though is how to make browser developer tools useful elsewhere, and one of these ideas is an extension for Visual Studio Code that embeds the developer tools so you can f.e. edit CSS using the browser developer tools right inside your code editor without having to jump between the browser and the editor all the time.
