Starting with html and css is a great way to get started - just start making things that you like! You can find a whole bunch of tutorials online you can follow, but I would also give yourself time to just play around and explore what you can do.
Once you feel a little bit confident with basic html and css, you can start looking at javascript, which allows your websites to become more interactive.
If you want to try out some online code "playgrounds" you can check out codepen.io or codesandbox.io - which both have some great templates and a neat online environment for playing around.
My best advice is to find some project that you're passionate about and try to make it happen! Pretty soon you'll want to do something but won't know how, so google for that and find that answer. Then keep going until you hit another roadblock, and google for that answer :)
It can be super frustrating while you're doing it - but eventually you'll have to start googling less and less, and then you can move on to more advanced challenges!
So the best advice I have is: know that it's going to be hard, but keep building little interesting projects anyway :)
