It's only slow in China (I'm in Shanghai). Dev.to is using something that disagrees with the GFW. I am not a web developer otherwise I might attempt a PR to fix it. As a work-around it works best if you visit dev.to from a country outside of China. ;)
It's unsurprising. With such a large surface area of technologies used to serve the site, it's almost inevitable that one of them isn't going to play well with the GFW.
