Nope, developers are just like any other person but usually do have experience that make them seem like geniuses or gifted. Obviously a gifted person and geniuses would make great developers, but that isn't a requirement.
The idea someone is a "developer" or "non-developer" is a business classification, not an actual physical category. Anyone can be a developer, regardless of what someone calls them. If you can build something by programming I'd call you a developer.
Developers aren't developers out of the womb, they are built over time from experience and gaining knowledge. If you seek that experience you can become a developer. It might take more time then the run-of-the-mill genius (😉), but its not impossible, nor unreasonable.
