May have never coded in anything outside of SQL, but they still need to know when it's beneficial for the enterprise to adopt a nosql solution. Or an enterprise network architect - may have never written any code at all and that wouldn't impact his job.
I've heard plenty of horror stories about architects that choose the toolset or plan APIs for the development team.
