I am only considering networking here as in a professional context, so I try to measure two things: quantity and quality. Network size helps when making a big announcement and trying to get the word out. Network quality is immeasurable but probably more important than size in most cases. I think there are the two aspects of how capable some connection is of helping you, and then their willingness to do so.
